Public and Section 8 HUD Housing in Jeopardy

APGA wants to learn of instances of HUD dollars being used to replace natural gas appliances with electric appliances in public or private HUD supported housing in your respective location. We ask you to be specific on location, dates, the kind and number of appliances replaced and whether you had notice and opportunity to comment on the appliance switch-out.

To our knowledge, this has happened in Pensacola, Florida, Charlottesville and Richmond, Virginia and Brunswick, Georgia. APGA is confident that this has happened in other places without notice and despite strong arguments on efficiency gains and reduced greenhouse gas (GHG) emissions attributable to natural gas.

APGA needs to arm itself with as many examples of such federally supported appliance switch-outs as possible. APGA will use those examples to raise the issue to regulators and legislators, many of which, are voicing support for climate change legislation to reduce GHG emissions and carbon footprints. Let’s show them that natural gas is part of the solution to greater efficiency and a greener environment.

1. Has your system experienced loss of load in existing HUD supported housing through replacement of natural gas appliances with electric appliances?

If you answered No, go to Question 3

2. If you answered Yes, please describe the housing type, location, dates, the kind and number of appliances replaced and whether you had notice and opportunity to comment on the appliance switch-out.

3. Has your system been wholly successful in getting natural gas appliances into new HUD supported housing?

4. If Yes, please describe the reason(s)for your success, including the extent of collaboration with housing authority and HUD personnel.

5. If No, please describe the reason(s) for the loss of each load growth opportunity. For example, were you aware of the opportunity? If not, why? If yes, did you have a reasonable chance to demonstrate the value of natural gas appliances? Also, please include type of housing, location and, to the extent possible, quantify the lost opportunity.
